I've 40 odd fish with me which I'm looking to transport from Mumbai to Hyderabad. I plan to split them in 4 bags and put them in my check in luggage. Is it okay to travel like that, it won't be allowed or is there any set of regulations that I need to adhere to for domestic fights. Please advise.

Go to the airport and talk with the security staffs the previous day. They will say no at the beginning, but patiently explain to them. Tell them that these are your personal fishes, and all. I brought fishes twice by flight, once in my handbag also. Maybe they ignored me because I was a kid then
Anyway, buy some 5L water bottles, cut them at the top, put your fish bag one in each bag, pack with newspaper or cloth so that the bag don't jiggle inside, then wrap the whole bottle with cloths.
Also, be ready for the worst, the officer might deny to allow at the last moment, so make sure you can send them home with someone if denied boarding.

What if you give it to a bus operator as luggage which can be kept on the last seat of an AC bus and then you collect it from there when it reaches. It will be an overnight journey. Better than having being rejected by the security and then your folks having to go through the mess of taking them back etc.
