Red  Lilly  is  local  name  of  nymphaea  lotus  var  rubra,  actually  red  lotus  plant.

Do  you  have  very  high  lights?
Any  red  plant  will  need  lots  of  light,  in  absence  of  high  light,  they  will  not  be  able  to  photosyenthesis  properly,  and  as  a  result  the  leaves  will  turn  gren  in  order  to  survive.

I  think  Red  lily  could  be  a  right  choice  because  it  needs  less  care.

Another  vote  for  the  Red  Nymphea  --  as  long  as  it  doesn't  shoot  floaters   Mad

I  love  my  new  Nuphar  Japonica  "Rubra"  --  a  gorgeous  red  plant.

A  bunch  of  Rotala  Macrandra  is  great  too

My  tank  is  4  ft  long,  7  inches  wide  and  10  inches  tall.  It  has  30  wt  light,  and  direct  sunlight  from  a  transcluscent  glass  thoughout  day.  Will  it  be  sufficient?

Well  the  lights  would  be  in  region  of  2w/g,  but  your  tank  size  seems  to  be  a  bit  odd,  lily  might  not  be  a  good  option.
