Hi -- welcome to the hobby and to IAH
1. 6x Sarpae is plenty, pleco will definitely overcrowd it. Unless there are bogwoods and algae, most plecs won't be at their happiest but they are tough as nails so may still survive.
2. Lombardoi are a calamity in most any community tank -- a spacious African cichlid tank works best. I suggest you return them if you can ...
3. Without good light and CO2, you're stuck with tough plants such as Anubias and Java Fern. With some luck you might try vals and dwarf amazons. For the latter option, you'll need to tune your substrate a bit. With your present gravel I reckon the water is both hard and alkaline. Try a layer of laterite ttopped by river gravel if you want to try plants.
PS: For best results, you'll need to lose your UGF if you want to try plants ...

2 Lombardoi and 6 Serpae Tetras
Lamboroi or commonly called Kenyi are very aggressive fish. Within 6 months they will kill each others only one will survive.So better to change the fish, though they are bright in colours.You can make your tank a tertra special by introducing some colour species namely Lemon tetra, Emperor Tetra, etc.
