it looks like Sand Sifting Sea Star - archaster angulatus
(grabender seestern ) or commonly known as grave starfish

Its very difficult to ID starfish, Try WWM guys.
As far as it being reef safe; keep an eye on it & remove if it damages anything. IMO nothing is totally reef safe. |
