I have 2 blue gouramis. I think one is a female as it has a rounder belly than the other one. The male gourami has been constantly chasing the female away, and looks as though it is collecting any small particles in its mouth.
Are they spawning? What should I look out for? Should I remove the female?

Just check if the male has created a bubble nest. What I have seen in my blue gouramies, the female lays the eggs and the male fertilizes them and carries them in his mouth and throws up in the bubble nest. He continues to do so untill the eggs hatch .... he even does this to the fries for 2-3 days.
The male chases the female away b'because she eats the eggs. Its better to remove the female to avoid aggression.

Has the male's color darkened? If yes, they are breeding..
Make sure the pair are the only inhabitants in the tank. Add a few plants which reach the top of the water level(cobomba is a good choice) in a corner of the tank for the male to create the bubble nest there. In the opposite end of the tank, create a hiding place for the female at the bottom by adding some plants and/or rocks since the male will be very violent with her.
After the male creates the bubble nest, the female will come out of hiding and approach him. The male will wrap himself around the female's belly making the female release the eggs, which will rise into the bubble nest. the male will chase away the female into its hiding place after this and starts collecting stray eggs and deposit them into the nest. The egg laying act will continue several times until the female has run out of the eggs. After this, the female should be removed from the tank. The male can be left in the tank until the fry are free swimming.
Make sure you feed the female some protein rich food before and after breeding.
