RCS?  Do  you  mean  red  cleaner  shrimp?  IF  thats  what  you  mean,  no  they  dont  eat  hair  algae.  The  best  way  to  remove  the  hair  algae  is  find  the  source,  like  over  feeding,  poor  water  quality,  low  magnesium  or  high  posphates.  This  is  if  you  have  Saltwater  set  up.  If  you  have  fresh  water  then  ignore  this  and  probably  some  one  experienced  in  FW  can  help  you.

Amanos  eat  it  sometimes.  What  you  could  do  is  kill  it  by  squirting  excel  on  it.  It  will  make  it  more  palatable  for  fishes  like  ottos  and  RCS

indian  rainbow  shrimps  a.k.a  indian  wood  shrimps  are  the  best  algae  cleaners,  they  eat  all  types  of  algae  be  it  hair  algae,  green  slime  algae  or  whatever,  but  just  make  sure  you  dont  feed  the  shrimp  anything  while  they  are  doing  the  job,  or  else  they  will  eat  the  food  you  offered  and  ignore  the  purpose(algae  cleaning)  you  got  them  for.
Just  add  in  a  dozen  to  the  tank  and  see  the  difference.
i  feel  these  are  the  best  algae  cleaners  in  the  shrimp  world,  nothin  beats  their  algae  cleaning  capacity.

Though  I  surely  feed  them  without  fail  twice  every  week.

Don't  offer  any  food  to  Rosy  barb  and  they  will  eat  all  hair  algae  within  a  few  days.
