The  temps  mentioned  are  with  the  fans  installed.  Drop  is  very  low  because  of  the  relative  humidity  at  my  place.

Let  me  share  my  experience  recently:

 1.  Tank  temp  -  32  c
No  growth  in  mosses  till  a  month.

 Fan  installed  [4  fan  kit]
 2.Tank  temp  -  29  c
No  growth  observed  for  15  days.

 C.P.U.  Fan  installed  running  24x7
 3.Tank  temp  "maintained"  between  25-26  c
Sudden  growth  in  flame  moss,  weeping  moss, stringy  moss,  and  other  mosses.
But  all  my  christmas  gone  brown   Sad

Therefore  conclusion  is  temp  needed  for  the  mosses  to  thrive  is  between  24-26  c.

Hey  what's  the  temperature  of  the  tank  at  night?  and  early  in  the  morning  at  dawn?....it  should  drop  few  centigrade.  What  lighting  you  use,  avoid  PLL  as  it  produce  a  lot  heat....T8  or  T5  IMO  produce  lesser  heat.
Adjust  the  fan  to  blow  direct  on  the  water  surface...

Or  else  place  the  tank  in  a  air-cond  room  Very Happy.....

It  cant  be  that  bad  buddy...you  can  place  the  fans  in  such  a  way  that  you  can  reduce  the  temperature  a  little  further.

Post  a  pic  of  the  setup.

i  have  one  tiny  12  watt  cpu  fan  in  20G,  temp.  drop  to  26  in  day,  24  @  night.  same  fan  on  46G  tall  tank,  29deg  in  day,  27  in  night.  going  to  add  one  more  fan  to  46Gallon.

I  have  to  put  4  litres  of  water  next  day  in  46Gallon  and  2  litre  in  20  gallon.  due  to  evaporation.

me  in  dombivli.  not  much  humidity  i  guess.

On  the  Western  side  of  Mumbai  the  humidity  is  higher..  I've  tried  4"  exhaust  fans  blowing  directly  on  the  water  surface,  they  managed  to  get  the  temp  down  from  34c  to  29c..but  this  was  a  salt  tank..  I'm  not  sure  if  it  has  the  same  effect  on  freshwater..

I  try  a  very  strange  way  of  trying  to  get  my  temperature  down,  I  use  the  very  small  Packaged  Water  Bottles,  the  one's  you  get  on  flight.  I  fill  them  up  and  put  them  in  the  Freezer  and  then  once  the  water  freezes  in  the  bottle  slowly  slide  them  into  the  tank.  I  mostly  do  this  in  the  afternoon  or  mid  morning  using  approximately  4-5  bottles.  I  have  seen  growth  on  my  Flame  Moss,  Weeping  Moss,  Peacock  Moss.

Hope  this  helps  while  this  may  not  work  for  everyone  this  has  worked  for  me.  I  stay  at  MIDC  in  Andheri(E)  where  atleast  I  feel  its  quite  HOT  and  HUMID.

Here  the  workaround  is  an  ~  20k  chiller...  Sad

Which  cooling  fan  you  are  using  and  how  many?
I  am  using  3  cooling  fans  (Brand:  Rexnord,  size:  4  inch).  I  am  using  2  at  day  time  and  1  at  night.  Before  installing  the  fan  the  temp  was  30  to  31  and  after  installing  the  fan  its  around  26  to  27.
My  aquarium  details  are  as  below:
 Size:  5  X  2  X  2
Light:  5  X  36  watt  PLL  tube  and  4  X  36  watt  Philips  tube  light.
