 I  am  planning  to  Buy  a  Camera  for  photographing  Fishes  and  Birds,My  budget  is  around  Rs.20000,which  camera  I  can  go  for  and  what  is  the  best  camera  availble

 If  20K  is  your  closed  budget,  you  may  choose  from  good  high  zoom  P&S  cams.

 If  you  can  stretch  your  budget  by  couple  of  thousands  more,  you  can  get  entry  level  SLR:  Canon  1000D  with  18-55mm  Kit  Lens.

 If  underwater  videos  and  photos  are  the  things  you  are  looking  for,  you  might  want  to  check  out  the  olypmus  tough  series.

 Kit  lens  would  not  be  suitable  for  birding  at  all.
 
 A  decent  combo,  I'd  say  a  used  Canon  1000D  body  +  used  55-250  IS  lens,  in  good  condition  should  cost  ~25K,  17K+8K  respectively.  If  you  can  up  the  budget  a  bit  more,  then  opt  for  a  550  body  (highly  recommended).
 
 You  can  opt  for  the  50  f/1.8  later  if  budget  permits  for  fish  photography,  again  a  used  may  cost  about  ~3.5K,  new  is  @~4.7K.
 
 I'd  strongly  recommend  to  opt  for  a  used  equipment  in  good  condition  &  later  upgrade  to  New  equipment  based  on  level  of  interest.  With  some  hands  on  experience,  you'll  be  able  to  judge  better  for  yourself.  
 
 Before  you  buy  ...Do  get  someone  experienced  to  check  the  equipment  for  you  if  you  are  not  sure  on  how  to....

 With  your  budget,  it  is  unlikely  to  get  a  suitable  equipment  for  both  application  as  aquatic  and  bird  photography  requires  equipment  that  is  totally  world  apart.
 
 I  suggest  you  get  hold  of  a  point  and  shoot  cam  that  has  some  short  zoom  range,  macro  mode  and  with  a  hot  shoe.  you  may  get  a  full  manual  flash  and  an  extension  cables.  With  these  equipment,  you  should  be  able  to  produce  good  fish  photography.
