Either  a  bacterial  infection  and/or  poor  water  quality.

If  just  one  eye  is  infected,  it  is  most  likely  an  infected  scratch  on  the  eye.  Isolate  the  fish  and  treat  with  salt  at  32C.  Use  antibiotics  like  maracyn  if  you  want  a  faster  result.

My  Flowerhorn  also  had  one  milky  eye  when  it  was  bought(I  dint  notice  it  in  the  LFS).I  increased  the  temperature  to  30  C  and  added  rock  salt  to  cure  it.It  took  two  months  to  completly  dissappare  from  the  eye.

Cloudy  eye/s  is  a  result  of  over  crowding  or  bad  water  quality  -  if  both  are  not  the  reasons  for  the  cloudy  eye  it  is  probably  a  injury  or  a  bacterial  infection  which  should  not  be  difficult  to  treat  with  proprietory  medications  (anti-bacterial  treatments  will  work  fine)
