Well you have to get a pH and TDS meter to do the job for you.
However, I don't understand what difference will it make to measure the parameters. Normal aged tap water with daily water changes are enough for any discus. You donot need to worry about TDS and pH for them unless they are wild caught.
Even wild caught ones can be kept at a high pH of 8.
Its better to hav a constant pH rather than a varying one for it does more harm than good.
I have a test kit that measure carbonate hardness in DKH
Is that the same thing?
Ph and carbonate hardness are not same, although they are linked to some extent but there is no direct relation.
To test ph either get a ph test probe or ph test strips.
pH test strips are quiet cheap and will be available at any store that sells lab chemicals, they are available at LFS also, but would be a bit costlier.
