you  can  use  superglue  made  of  cyanoacrylate.
it  is  waterproof  and  does  not  release  any  toxins  in  fresh  or  sea  water.
aquarists  in  germany  use  it  often  to  glue  their  corals  to  rocks.
gel  is  better  to  handle  than  fluid  glue.

but  i  do  not  know  how  the  moss  is  going  to  react  to  direct  contact  with  the  glue.  just  try.

 cheers

 Partha,
I  am  not  sure  the  portion  of  moss  that  will  be  'stuck'  will  survive  or  not.   ADA  claims  they  have  threads  that  can  be  used  to  tie  moss  to  rocks  etc  which  after  some  time  (the  thread)  dissolves1!  You  can  try  that.  Infact,  I  have  found  that  even  ordinary  thread  does  the  same,  after  1  month,  I  remove  all  the  thread  from  the  moss  and  find  that  mosses  have  adhered  themselves  to  the  rocks  on  their  own.  Since  you  have  many  rocks,  just  take  one,  try  this  in  a  separate  tank  while  you  are  looking  for  the  appropriate  glue

Bappada  ADA  will  be  costlier  for  me  and  in  my  other  2ft  tank  tank  moss  is  doing  well  with  thread  and  thread  is  not  visible  now...so  I  am  ready  with  thread,  but  in  the  PICO  on  2-3rocks,  tying  option  is  there  but  rest  of  the  rocks  are  already  positioned  cant  move  now  so  want  to  try  glue...

 Indian  super  glue  =  feviquick.

the  rock  surface  should  be  dry,

Put  drops  of  feviquick  like  in  the  pic,  wait  for  10-15  mins  or  so  (looks  like  it  dries  in  few  seconds  but  not  internally)
Repeat  it  for  1-2  times,  this  is  to  form  a  strong  acrylic  base  on  the  stone
Now  place  the  moss  in  between  those  dots  and  tie  it  with  a  thread  (matching  the  colour  of  the  stone)  and  make  sure  that  the  thread  passes  over  the  dots
put  a  very  small  amount  (thread  will  suck  a  lot  of  glue)  of  feviquick  on  the  thread  over  the  base
cut  the  excess  thread  once  you  are  sure  the  glue  is  cured  (  at  blue  lines  in  the  pic)

super  glue/  feviquick/  cyanoacrylate  becomes  inert  once  it  dries

if  you  cant  move  the  rock  put  the  thread  only  between  the  dots

I  read  user  experience  of  cyanocrylate  being  successfully  be  used  to  repair  broken  snail  shells  on  live  snails  (as  long  as  the  glue  doesn't  touch  live  tissue).  So  it  should  be  safe  for  sticking  moss  onto  stuff.

superglue  is  just  the  marketing  brand  name  of  the  same  chemical  -  cyanocrylate.  So  if  feviquick  has  the  same  active  ingredient  then  it'll  do  as  well.
on  a  side  thought,  I  wonder  water  are  chances  of  the  cyanocrylate  compound  molecules  slowly  breaking  up  in  the  water  and  join  with  a  few  stray  pottasium  mineral  atoms  to  form  pottasium  cyanide.  very  little  I  guess  Chuckle

but  if  u  stick  moss  onto  the  rock  using  only  feviquick  and  if  that  part  of  moss  dries  out  then  the  whole  thing  will  start  floating.
i  think  feviquick  +  thread  idea  by  vk  will  work  the  best.
