Anubias  might  not  survive  with  3  Watts  per  gallon  IMO.

Frequent  water  change.  This  will  make  sure  that  the  diatoms  are  removed  from  the  tank.  Diatoms  are  common  in  a  newly  setup  tank.

You  can  also  introduce  Nerite  snails  to  clean  the  diatoms.

Plecos  do  a  good  job  cleaning  the  leaves.  Just  make  sure  they  do  not  grow  too  large  and  then  you  can  exchange  them  with  smaller  ones  at  the  LFS.....

 What  is  your  fertilization  schedule.
Anubias  and  marselia  are  not  exactly  high  light  plants,  both  get  algae  on  leaves.
 Plant  mass  in  also  low.

Why  do  you  want  to  increase  lights,  looking  at  plant  density  they  are  already  on  higher  side??
