Jabba,  jaival  :  current  plants  are  Anubias,  crypts,  H.pinnatifida,  H.corymbosa,  ludwigia  ovalis,  Xmas  moss.
 Considering  options  for  fore  ground.
Actually,  the  lights  are  same.  one  light  is  faulty  and  I  think  it  got  switched  off  when  photo  was  taken.

+1  Jabba.  You  can  arrange  plants  in  such  a  way  that  you  control  the  light  reaching  them.  Using  floating  plants,  shade  of  driftwood  shade  of  taller  plants  etc.  The  throw  of  light  can  also  help  you  decide  where  to  place  plants.

About  CO2...  IMO  it  is  better  to  go  the  CO2  way  because  that  will  keep  algae  in  check.  And  you  have  high  light,  so  CO2  will  be  my  recommendation.  If  you  don't  want  CO2  then  you  will  have  to  tweak  your  lights.  For  your  tank,  IMO  two  36W  PLLs  with  good  reflectors  should  do  for  a  non  CO2  set  up  and  the  kind  of  plants  you  have.  In  which  case  you  can  use  some  of  the  grass  varieties  for  your  foreground  instead  of  'mat'  carpets.  That  setup  will  save  you  a  lot  of  headache.

But  you  seem  to  be  the  impatient  kind  (don't  take  it  wrong   Cheer Up  ).  So  go  with  CO2.

I  am  not  sure  of  L  ovalis  and  H.pinnatifida  since  I  have  not  kept  them
but  the  remaining  with  grow  in  low  light  with  no  CO2.

Athreyan  :  You  guessed  right.  Am  the  impatient  kind.
jabba  :  H.pinnatifida  is  a  shade  loving  plant  sir.
Did  some  tweaks  to  the  driftwood.  Will  post  the  pictures  after  next  water  change,
