 It  looks  like  cladophora.  It  is  quite  tough  to  get  rid  off  as  it  thrives  in  the  same  conditions  as  plants.  Follow  manual  removal  +  spot  treatment  with  flourish  excel  and  hydrogen  peroxide

 I  would  suggest  to  take  a  small  stick  (from  coconut  broomstick)  with  split  ends  and  remove  these  hair  algae.   
 
 Then
 1.  Water  change
 2.  Try  excel  spot  treatment.  Hope  your  tank  doesn't  have  shrimps  as  using  more  excel  is  not  recommended.
 3.  Reduce  photo  period  for  sometime  if  that's  OK  for  the  other  plants.
 4.  Get  some  fishes  which  can  eat  these  algae  like  mollies??  not  sure.

 Sir,
 It  is  like  ladies  hair  in  full  length  from  12"  to  14"  on  riccia  fluitan  and  other  plants  it  is  like  small  cotton  candy,   daily  removing  with  a  small  stick,  whenever  removing  it  is  coming  along  with  the  contra  soil  also.     I  am  keeping  RCS  and  one  more  variety  i  don't  know  how  it  came,  but  it's  length  is  more  than  1"  with  black  spot  on  the  back  of  the  neck.

 Forgot  to  mention  another  point
 
 5.  Increase  the  water  flow.   I  had  some  algae  similar  to  this...  Spirogyra...  I  had  this  when  the  water  flow  was  not  good  in  my  tank.  My  tank  is  now  free  of  it.

 High  organic  content  in  the  tank  seem  to  favour.
 It  was  rampant  in  my  tank,  however  when  I  put  mollies  and  a  small  pleco,  it  vanished,  I  have  not  seen  any  algae  for  a  year  now  in  my  tank.

 Why  are  the  leaves  of  your  marselia  yellow,  is  there  a  problem?
 A  good  plant  growth  is  the  only  permanent  solution  for  algae.

 Sandeep  Raghuvanshi  Sir,  I  am  keeping  RCS  in  this  tank.   Shall  I  keep  Mollies  in  this?   My  marselia  planted  on  6.11.2012  and  now  only  I  am  having  this  much.   That  too  this  algae  is  always  with  Marselia  only.   I  don't  know  the  problem  Sir.

 This  time  period  is  enough  for  marseila  to  get  adjusted,  by  now  you  should  be  generating  bucket  loads  of  marselia.  It  takes  times  to  adjust,  after  that  it  takes  off  like  anything.
 Please  give  your  other  tank  details,  it  might  help  in  diagnosis.
 After  fighting  algae  for  a  long  time,  I  have  now  come  to  conclusion  that  if  you  concentrate  on  good  plant  growth,  algae  will  go  away  on  its  own.
 I  am  not  sure  of  rcs  with  mollies,  maybe  you  need  to  take  them  out  if  you  decide  to  introduce  mollies.

 Light:   CH  Lighting  F24/T5/SUN-LUX  10000k  X  2   (from  9.00AM  to  5.00PM)
 Substrate:   Contrasoil
 Filter:   Eheim  2217
 CO2  -  1  BPS  (from  8.40AM  to  4.40PM)
 Water  Change  :   Every  Sunday  75%  and  adding  Fertilizers
 Fertilizers:   
 KNO3  (Potassium  Nitrate),  KH2PO4  (Monopotassium  phosphate),  K2SO4  (Potassium  Sulphate),  MgSO4  (Magnesium  Sulphate),  Plantex  CSM+B.  and  Chelated  Iron  (EDTA)  each  mixed  in  500ml  water.   
 20ml  each  macro  on  Sunday,  Tuesday,  Thursday  (KH2PO4  (Monopotassium  phosphate),  K2SO4  (Potassium  Sulphate),  MgSO4  (Magnesium  Sulphate)
 20ml  each  micro  on  Monday,  Wednesday,  Friday  (Plantex  CSM+B.  and  Chelated  Iron  (EDTA)  )
 No  Fertz  on  Saturday
