+ 1 to Shelly. You can go for LED if it's available. but its a bit costly. you can DIY a LED lighting for your tank
WPG its more of a general term. its not applicable for T5, T5HO 's or any lighting for that matter for an aquarium.
Luminous Flux around 1000 Lumen (amount of light that reaches the surface area), Color Temperature 6500 K is what matter. the mentioned two provides more photo synthetically active radiations which enhances the plant growth!
LED provides exactly what is needed but with lesser power consumption!

How do you calculate the Luminous flux for a bulb / fixture?
Is it calculated for the water surface or is it for the surface of the substrate that its calculated, and would these differ due to the water column that intervenes?

Mostly yes. You will have to replace the ballast if you are planning to put T5HO tubes. Since T5 & T5HE are 14Watts, you cannot drive T5HO (Which is 24Watts) with the same ballast. If you could post the pics of the ballast, then I could explain you better.
