Prasanna,  Sorry  for  the  delay  in  replying  your  query.  was  kind  of  busy  in  rescaping  my  tank  during  the  holidays  and  no  free  time  at  office  too.
so  basically  your  tank  stats  are..   21  US  gallon  or  80  liters.
For  a  low  tech,  your  filter  might  be  good  enough,  just  add  some  good  filter  media  like  ceramic  rings  or  bio  balls  to  the  existing  sponge  and  wool  media.
Your  lighting  is  inadequate,  your  requirement  would  be  like  40-45w  of  T5  or  CFL,  you  may  have  to  do  some  DIY  stuff  on  your  hood.  The  hood  needs  some  ventilation  holes,  as  this  kind  of  lighting  produces  a  good  deal  of  heat.
You  might  need  9  liters  of  branded  substrate..  more  if  you  want  to  do  a  big  sloping  scape.  Or  you  might  try  using  1  inch  of  garden  soil  as  bottom  layer  and  put  construction  sand  on  top  of  it  for  another  1  inch.  Don't  use  the  finer  sand  used  for  plasting,  but  use  the  one  discarded  after  they  sieve  to  get  the  finer  sand  for  plasting.  you  will  have  give  it  a  good  rinse  to  remove  the  debris  and  manually  remove  the  bigger  rocks  from  it  or  sieve  it  once  again  to  get  a  consistent  size  of  grains.
If  you  go  for  the  garden  soil  +  construction  sand  method  then  follow  this..
 1.  Put  the  soil  and  sand  as  told.
 2.  place  a  plate  on  the  sand  and  fill  the  tank  slowly  by  pouring  the  water  on  the  plate,  avoid  disturbing  the  sand  while  filling..  because  if  gets  disturbed  then  the  soil  at  the  lower  layer  will  make  the  water  murky  and  will  not  clear  up  easily.  By  chance  if  it  happens  then  drain  the  murky  water  and  refill  carefully..
 3.  Just  switch  on  the  filter  and  keep  it  running  24/7,  no  need  for  lighting..  do  50%  water  changes  daily  for  a  week  because  the  soil  will  be  releasing  lots  of  nutrition  and  toxic  gases.
 4.  You  can  start  adding  the  plants  after  the  first  week,  clean  the  filter  using  only  the  tank  water.  Continue  with  the  50%  water  changes  and  you  need  to  have  lighting  for  6-8  hrs  max,  I  would  recommend  splitting  of  this  6-8  hrs  of  light  into  morning  and  evening  3-4  hrs.  don't  exceed  the  lighting  duration  for  a  month  at  least.
 5.  Now,  after  2  weeks  you  can  start  adding  the  fishes,  start  with  a  pair  or  two  first  and  gradually  increase  the  stock  spanning  a  couple  of  months.  avoid  adding  the  fish  stock  all  at  once  since  your  tank  will  be  in  the  cycling  process  and  can't  handle  the  bio  load  all  at  once.  Clean  the  filter  and  do  50%  water  change  daily.
 6.  After  the  3rd  week  do  50%  water  changes  every  alternate  days,  from  4th  week  onward  do  50%  water  changes  weekly.  after  a  couple  of  months  you  can  reduce  it  to  30%  weekly.
 7.  Points  to  remember  are,  before  buying  fishes  do  some  home  work  on  compatibility  of  fishes  and  whether  they  are  suited  for  planted  tanks.  And  check  the  maximum  size  they  grow,  because  you  don't  want  a  monster  in  a  planted  tank.
 8.  Feeding  the  fish  is  very  tricky,  don't  over  feed  the  fishes.  put  enough  to  be  consumed  with  in  a  few  minutes,  remove  any  excess  food  in  the  tank  which  the  fish  have  not  consumed  even  after  a  few  minutes.

So,  hope  this  will  help..  you  can  always  come  back  if  you  got  any  doubts.

 Great  explanation  Nidhi

I  think  he  should  be  adviced  on  which  week(s)  he  needs  to  clean  the  filter

 @Prasanna
On  stocking  this  may  help  you
I  use  the  norm  1  inch  length  of  fish  for  12  sq  inch  of  surface  area.
Sq  Inch  =  Length  x  Width  of  tank
This  norm  is  usually  used  for  slim  fish.
I  would  consider  both  length  and  breadth  sizes  for  the  larger  fish  like  angels  or  discuss  structures.
So  accordingly  calculate  how  much  limit  you  can  go  upto  and  keep  it  below  the  limit  to  be  safe

 Finally,

last  week  end  i  added  some  plants  to  my  tank,

   Plants  Added  :

   1.  Red  and  Green  cabomba
   2.  some  Aquatic  grass,  dont  know  the  name  exactly.

 Now  i  face  2  difficulties:

 1.  LIGHTING  -   i  face  some  difficulties  with  Lighting  in  my  tank,  it  has  inbuilt  CFL  light  around  20  watts,  i  tried  to  customize  it  but  am  not  able  to  do  it,  so  shall  i  keep  Additional  lighting  around  20+   watts  behind  the  Tank  ,  it  it  okay

 2.  DIY  CO2-  learned  quite  things  to  make  C02  but  not  sure  how  to  dissolve  in  tank.  gone  through  some  sites  in  Internet   but  they  talk  about  Ph  and  Kh,  More  C02  kills  the  fish,  diffuser..  am  confused.  which  is  test  way  for   a  fresher!....  Surprised

 Note:  not  added  fishes...

 Prasanna,
Lighting  should  be  always  from  the  top,  plants  grow  towards  the  light.  If  you  place  a  light  at  the  back  then  all  the  leaves  will  be  oriented  towards  the  back..  try  to  cut  a  hole  on  top  to  fit  a  bulb  holder  and  use  another  20-25w  CFL..  or  remove  the  old  light  assembly  and  cut  two  holes  and  for  two  bulbs  and  a  few  more  smaller  ones  for  heat  dissipation..
And  regarding  the  yeast  based  co2,  you  will  never  have  to  worry  about  the  PH,  and  poisoning  the  fish  since  you  will  never  get  that  kind  of  co2  produced  in  it.  You  cant  use  a  diffuser  since  it  is  meant  for  pressurized  co2  setup  and  your  yeast  bottle  cant  handle  that  kind  of  pressure,  so  the  bottle  will  burst  before  you  can  see  any  co2  diffused  from  the  diffuser..  I  have  put  the  yeast  co2  tube  out  let  in  to  the  inlet  of  canister  filter  in  the  tank,  you  can  use  an  internal  power  filter  to  do  the  job  if  the  co2  tube  is  inserted  in  to  the  core  of  the  sponge  in  the  body..  but  you  have  a  top  filter  which  cant  be  used  for  co2  diffusion..  you  can  try  the  bell  diffuser  or  make  a  DIY  reactor..google  out  for  more  on  these..

 Nidhi,

Finally  i  upgraded  my  tank  bright  enough  for  2*  20  watts  CFL.

   Still  more  doubts!...

 1.   Do  fertilizers  required  for  plants?.  if  so  required  some  suggestions.
 2.  Shall  i  add  more  plants,  especially  i  like  Carpetting,  shall  i  go  forward  with  adding  HC(Hemianthus  callitrichoides),  or  any  other  suggestions

 Thanks,
 Prasanna

 Prasanna,
Now  that  you  have  upgraded  the  lighting,  stick  to  the  schedule  given  for  lighting  or  else  you  will  face  algae  issues..
Plants  do  need  food  like  all  living  things..  but  since  yours  is  a  low  tech,  you  need  not  add  any  ferts  as  its  taken  care  of  by  the  soil  substrate,  fish  poo,  dead  and  decaying  leaves,  leftover  fish  food  and  the  water  changes  we  do  weekly..  so  you  don't  need  to  dose  any  ferts  right  now,  may  some  time  later  as  your  plant  mass  increases  you  might  have  to  add  some  potassium  source,  since  this  is  not  available  from  the  above  sources.
And,  as  for  the  carpeting  plants  Jabba  has  given  you  a  nice  choice..  don't  go  for  HC  cuba  its  not  an  easy  to  grow  plant.  you  can  even  try  Glossostigma  elatinoides  or  Echinodorus  tenellus.
