I am planning to build a sump for a 4 X 2 X 2 Discus tank. Can anyone suggest a appropriate sump size for this tank? I want to have a reserve in the sump if case of any power outages as well. Also, let me know of any good sump designs as well..

A 2.5 footer with 1.5ft height would be fine. If you can, put bioballs+ filter wool in first compartment, aqua clay in second compartment and argonite+ lava chips in the third compartment and nothing elase but the return pump in the final compartment.
There are more ways of designing the sump, if you can accommodate a refugium(the best way ahead). In that case, water can be sent 75% to the first compartment and 25% to the last compartment which houses the refugium and both of them in turn overflow in to the bioball+aquaclay+ceramic chamber from where it finally overflows to the return pump chamber. A 15inch high would do and take care of the extra water coming down. There is something called siphon break which you can apply by drilling two small holes on the return line to the display tank, just where you want the water to stop flowing when it reaches that level, which will prevent overflows if it ever happens.
