U can still grow lillies with flower bloom. May b snails are eating up Lilly so they r not able to flower. Put some assassin snails, they'll take care of other snails.
If u want to put some fish, it's definitely mollies or guppies. These are Live bearers (increase in number. if few die there ll b still fish) they are mouth breathers (can survive in low oxygen). They are hardy n adaptable.

Also, if you keeps the fish load low relative to the substrate, you will not need to water change. Of course, freshwater water change in an outdoor tub is easy.. just flow water in, and let it overflow out.

Use guppies, not the fancy ones though. They will survive, Water changes are not necessary, just top ups will do. put i a few floating plants. They will to keep the temperatures in check. Make sure the container sides are not exposed to the sun. I have done this before, maintained a cement pot for a couple of years and it worked fine.
