Construction sand may get compact fast leading to anaerobic bacteria build up. There is some debate on this but I'd use pool sand or aquarium sand. Also it will depend on the cichlid types that you plan to keep. Some varieties will go on digging the sand, but only at some places.
Since there are no plants lighting is not important. Looking at the size of the tank, I would suggest LED floodlights to keep the setup cooler and reduce your power bills in the long run. You can also get rows of custom LEDs fitted on the hood with alternating white and blue for day and night effect.
