Am I overstocking my 10G planted?

 Hi  Friends,
 
 I  recently  got  a  10G  that  I  am  yet  to  setup  as  a  planted  tank.
 I  am  planning,  or  let  me  say  I  am  really  tempted  to  stock  it  with  the  following  fish  based  on  what  section  of  the  tank  they  supposedly  dwell  in:
 
 1.  Top/Middle  -  2  Honey  Gouramis  (I  am  holding  these  for  a  friend,  but  I  like  them  too  and  may  get  a  pair  myself)
 2.  Middle  -  6  Neon  tetras  (currently  in  a  2G  QT)
 3.  Middle  -  4-6  Ember  tetras  OR  Galaxy  Rasboras  (yet  t  procure)
 4.  Bottom  -  3  Otocinclus  (already  in  the  10G)
 
 
 Please  let  me  know  if  I  am  being  crazy  here  and  overstocking  my  tank?  If  you  go  by  the  1"/Gallon  guideline,  I  know  I  am  way  overstocked  :(
 
 I  really  cant  get  a  bigger  tank  because  of  space  constraints  but  I  can  opt  out  of  any  above  fish  choices.
 I  am  planning  to  have  2  filters  to  handle  the  bio-load  and  I  can  religiously  follow  the  weekly  30%  PWC  regime.  And  yes,  the  tank's  going  to  be  fully  cycled  before  I  add  the  fish  Smile
 Do  you  think  if  I  can  really  pull  this  off  without  stressing  the  fish?
 
 Would  really  appreciate  your  inputs.  Thanks  so  much  in  advance.
 
 
 Tank  Dimensions:  18L  x  12W  x  12H  inches
 Water:  Kaveri  tap  water  dosed  with  Seachem  Prime
 Filtration  1:  400  l/hr  Tianrun  HOB  (bio+mechanical)
 Filtration  2:  200  l/hr  Sobo  Internal  Filter  (bio+mechanical+flow)
 Substrate:  Contro  Soil
 Ferts:  Seachem  Flourish
 CO2:  Mostly  DIY
 Plants:  Mostly  Java  Moss,  Dwarf  Sag,  Dwarf  Hair  Grass,  Amazon  Swords

 A  combination  of  1  and  4  or  2and  4  or  3and  4  would  be  ideal...   If  galaxies  then  you  could  do  with  a  dozen  fish...  Just  redirect  the  inter  filters  flow  as  none  or  the  fish  of  your  list  would  be  comfortable  with  strong  flow  in  the  water.

 Thanks  for  your  inputs  Surya.  So  do  you  imply  Honey  Gouramis,  even  a  single  male,  is  a  no-no  with  the  tetras/rasboras  ?  Sad  Is  it  because  of  incompatibility/aggression  or  bioload  ?  I  ask  this  because  I  was  hoping  to  have  the  gourami  as  a  center-piece  fish,  but  not  at  the  cost  of  stressing  any  of  the  fish.  
 
 If  no  gouramis,  then  will  I  be  pushing  it  if  I  go  for  2,3  and  4?  Please  let  me  know.

 Yes,  Surya  pointed  that  out  too.  
 I  will  try  to  somehow  reduce  the  flow  on  the  internal  filter,  if  not  I  will  take  out  the  internal  filter  and  stick  to  the  HOB.
