your plants will start to grow well once they get accustomed to your tank conditions.
anubias and java fern take some time to settle.once they do,they will thrive

the brown stuff is diatom algae.
i guess direct sunlight can be the main reason.
try blacking out the tank .
and performing regular water changes.try to remove them manually if possible.

They grow very well outside because they receive enough sunlight..
they grew well for the first week because they had enough nutrients stored in them..now since they have used up all the nutrients..i guess they are lacking nutrients...the lighting seems fine to me though.
try introducing DIY CO2.
