Emptying  it  is  still  a  better  option,  since  you  may  end  up  with  ugly  broken  plants  and  a  total  mess  after  all  the  risks.  Its  your  pick  anyways.  Good  luck.

Empty  it  IMO  Smile  ,or  else  if  you  will  lift  the  tank  and  a  slightest  tilt  will  unrest  the  sand3  floors  down  means  surely  tilting  the  whole  tank.

 Hi  Sumer,

Don't  try  shifting  the  tank  with  the  substrate.  3  floors  is  high  enough  and  changes  are  you  will  break  the  tank  and  then  even  if  you  have  the  fish  you  won't  have  a  tank  to  place  them.  I  have  relocated  a  6  footer  tank  some  6  months  ago.

Remove  all  the  plants  into  a  bucket  of  water.  You  can  prune  them  and  take  only  the  ones  you  will  need  for  the  new  scape.
Drain  out  all  the  water.  You  will  be  able  to  locate  the  shrimps  after  you  have  removed  the  plants  and  drained  out  the  water.  (They  will  be  jumping  on  the  substrate).
Take  out  all  the  substrate  into  a  couple  of  buckets.
The  tank  is  now  free  to  be  carried  away  safely  to  the  new  location.
Lay  out  the  substrate  into  whatever  slope/scape  you  desire.

All  this  will  call  for  around  4-5  buckets  and  4-5  strong  men  to  help  you  out.

 All  the  best,  Cheers,

 Vijay.

 Hufff....  Crying or Very sad
i  shifted   my  tank  2  days  ago  itself  but  was  too  tired  to  post  the  pics....
 so  here  it  is...

firstly  ithought  of  building  a  platform  sort  of  thing.
but  after  thinking  a  lot  i  ended  up  building  a  stretcher..

so  i  went  to  a  fabrication  workshop.
 this  is  the  basic  structure...

 then  the  welding  started...

after  completion  of  the  fabrication  work  i  went  home  and  emptied  the  tank  and  removed  the  fishes  and  shrimps...
catching  the  amanos  were  the  toughest  job...

then  i  covered  all  the  plants  with  news  paper  and  sprinkled  the  water  to  make  sure  that  plants  will  remain  moist.

i  called  up  some  of  my  buddies  to  help  me...

then  we  slid  the  tank  on  stretcher.

But  it  was  just  the  BEGINNING...
then  we  lifted  it  and  started  climbing  down  the  stairs...

and  successfully  transit  the  tank  to  ground  floor.....

MORAL-  NEVER  MAKE  A  PLANTED  TANK  WHEN  YOU  ARE  STAYING  AT  THIRD  FLOOR  AND  PARTICULARLY  WHEN  THERE  ISN'T  ANY  LIFT...
