Too  less  sugar  and  too  much  of  yeast..

 Follow  below  link

 http://www.plantedtank.net/articles/DIY-Yeast-CO2/7/

This  mixture  should  give  you  C02  for  atleast  15-20  days.

Else  you  can  use  liquid  C02  substitute  "Carbon  subsitute  "  of  Azoo.  Update  your  location  pls  too.

I  have  used  carnbon  plus  for  tank  of  same  size  of  urs  and  plant  growth  as  superb.

Secondly,  your  planting  is  too  random.

Small  size  plant  come  in  front,  followed  by  mid  size  growing  plants  in  middle  and  big  size  plants  in  background

I  suggest  you  tryout  below  links  :

 Hope  above  helps.

for  the  co2  also  add  a  table  spoon  of  refined  flour,  this  helps  a  lot.  refined  flour  serves  as  a  food  to  the  yeast.  so  the  process  is  prolonged  and  the  yeast  gets  two  food  to  eat  yeast  and  sugar  Smile

600  ml  bottle  will  work  in  the  beginning,  but  the  life  of  the  Charge  (yeast  and  sugar  in  water)  will  be  very  low,  as  alcohol  level  rises  to  critical  level  killing  the  yeast.  keep  in  minimum  one  liter  bottle.

1/2  teaspoon  of  yeast  is  Ok.  sugar  should  be  little  less  then  1/3  of  the  height  of  the  bottle.  add  water  up  to  neck  but  3  inch  gap.  Yeast  is  the  critical  key  in  controlling  the  co2  production  -  lower  the  Yeast  >  lower  the  CO2  production  and  higher  the  charge  life.

if  you  still  have  not  achieved  bubbles,  then  close  the  bottle  with  a  good  air  tight  cap  for  a  day.  if  the  charge  works,  you  can  find  the  bottle  tight  when  press  on  the  side  (as  co2  produced  by  the  charge  fills  the  air  tight  bottle)  and  hear  fizz  sound  (as  you  hear  when  club  soda  pet  bottle  is  opened)when  slowly  the  cap  is  removed.

if  you  have  this  test  achieve  the  above  result,  then  you  will  have  to  check  only  of  leaks  in  the  delivery  line  between  the  bottle  and  tank.   Smile

 baking  soda  is  not  required

This  is  what  I  used  to  do  when  I  had  a  planted  tank.

I  used  2  x  2lt  bottles  for  a  2x1x1  tank  with  small  internal  filter  for  diffusion.
 Ingredients  -
 Sugar  -  100-150gms  /  bottle
yeast  -  8-10  granules  (If  its  powder,  2-3pinches)  /  bottle
 baking  soda  -  1  pinch  /  bottle
 wheat  flour  -  1/2  teaspoon  /  bottle

 1.  First  get  clean  warm  water.  It  should  not  be  hot  as  it  will  kill  the  yeast.
 2.  Add  100-150gms  of  sugar  into  bottle,  yeast,  flour  and  fill  the  bottle  half  full  with  water
 3.  Close  the  bottle  with  a  cap  and  agitate  it  till  sugar  is  fully  dissolved  and  the  yeast  granules  are  finely  broken  down
 4.  Now  fill  the  bottle  till  couple  of  inches  from  the  top  and  agitate  for  a  minute
 5.  Connect  it  to  the  cap  which  has  airline  connected
 6.  Repeat  1-5  for  the  other  bottle

It  used  to  start  producing  CO2  in  2-3hours  and  would  last  couple  of  weeks.
One  should  note  that  yeast  based  CO2  generation  will  never  work  at  a  constant  rate.
