It's  Rotala  rotundifolia  variegated.  It  has  grown  short  because  of  insufficient  co2.

Its  just  rotala  rotundifolia.  The  leaves  shape  and  colour  greatly  differ  from  emerged  and  submerged  forms.  It  looks  green  and  more  of  spherical  when  the  plant  is  grown  emerged  and  it  will  look  elongated  and  green  when  grown  in  a  low  light  tank  and  it  will  look  pinkish  with  elongated  oval  leaves  when  grown  in   a  mature  aquarium  with  proper  lighting,  iron  and  limited  nitrates.  Ciao.
