I think you can estimate this by summing up the wattage of all your electrical equipment and their hours of usage.
For example: If your filter is rated as 12 watts and runs 24/7, then the monthly consumption would be as follows:
Power Consumption (wH units) = 12 x 24(hrs/day) x 30(days/month) = 8640 wH units = 8.64 KwH (kilo watt hour) = 8.64 electrical units
Multiply this by the price/unit in your area and you should get a rough estimation on how much your filter is contributing to your monthly electrical bill. Run the same calculations for all other equipments used on your aquarium and you'll get the overall figure.

You might not be able to calculate the exact amount of cost on electricity bill for any system.
As in Bangalore, these are the rates/unit/slab
First 30 Units: 2.70rs/unit
Next 70 Units: 4.00rs/unit
Next 100 Units: 5.25rs/unit
Next 65 Units: 6.25rs/unit
Considering the above price/unit, you cannot calculate the total electricity cost for a tank at the end of the month.
Taking the above example, which Abhi had quoted.
8.64 units/month for a 12Watts rated pump. Now its not only this pump that you run in your home. You have all other electrical equipments running in your home. So once you cross first 30 units, the rate/unit is 4.00rs. Since you are running the pump 24/7, the price increase once the total units consumption cross each slab. Hence its really difficult to calculate the total electricity cost for running a tank. Either it be Marine/Freshwater/Planted tank.

@josyjames - Oops!! I had no idea above these slabs Shelly But hey, did you work for bescom anytime? I am stumped thinking how do you even manage to remember such stuff?? I never once looked at my electricity bills (my landlord pays it for me), let alone understand the slab funda !!

For the aquarium hobby, electricity bills are the least of your costs. Maintaining it with proper equipment and then feeding the fish in a 100 gallon marine tank, along with water additives, medicines, plants, CO2 kit, lighting equipment for the huge volume of water, and all the marine fish, is sure going to cost more than the simple electricity bill.
I have a small freshwater tank, barely 30 odd gallons, and I still spend about 3000 bucks monthly just for the food and accessories. Being new to this hobby meant that I did not have most basic equipment needed regularly, and needed to buy as the need arose. After all this, my electricity bill barely increased by 100 bucks. This increase does not matter much to me since I stress upon buying good quality and mostly branded products. I have a 50w marina heater which cost a 9xx bucks, even though 100-200 watt heaters are available in Crawford market for barely 2xx-3xx bucks. I got a fluval HOB for 35xx even though some HOBs are available for less than half that amount. Heck, even the air pump I have cost me 75x bucks.
I do it because I want the best for my fish, and then the electricity bills do not matter at all.
Believe me, in a marine tank, the electricity bill will be the least of your running costs. You will get a pretty good idea about owning a marine tank when you begin cycling it. If the cycle fails or stalls, you might have to change out 75 gallons or more of water, replace it, and then add water, salt, and other additives again. Imagine the costs involved there. And this is months before you even add fish to this tank.
