How  you  increased  your  phosphate  dosing  did  you  made  separate  mixture  or  added  the  salt  to  your  existing  one,  and  do  note  EI  is  mainly  for  high  tech  tank  and  for  diy  co2  most  of  them  face  issue  with  EI  you  can  browse  and  see  and  below  is  my  dosing(PPS  Pro)  and  ppm  which  i  follow  for  my  tank  and  where  my  rotala  macrandra  grows  crazy,  according  to  actual  PPS  pro  dosing  po4  ppm  is  .1  but  i  made  little  change  where  it  is  .3,  I'm  using  RO  water  and  every  water  change  will  add  calcium  and  little  magnesium  to  re-mineralise  it.  please  note  too  much  potassium  and  magnesium  will  also  stunt  your  growth.

Below  is  my  macro  mix  and  micro  i  add  12gms  to  250ml  DI  water  and  10ml  dosing.

 My  Rotala  Macrandra

HI  my  dosing  is  PPS  pro  if  you  plan  to  switch  to  pps  pro  then  you  need  to  do  a  50%  water  change.  pps  pro  dosing  is  to  give  the  plant  what  it  requires  for  a  day  and  you  can  do  water  change  once  in  a  month  because  it  doesn't  build  up  nutrients  in  water  column  like  EI,  but  usually  i  do  15%  water  change  every  week.  below  is  the  level  i  calculated  for  your  tank  both  EI  and  PPS  pro.

And  EI  dosing  is  mainly  for  Hi  tech  planted  aquarium  most  of  the  guys  follow  for  all  step-up  which  is  very  wrong  because  your  light  and  co2  plays  major  role  in  plants  to  consume  the  nutrients  if  any  one  is  not  proper  then  your  plant  will  stunt  or  algae  will  bloom.  To  double  check  your  co2  distribution  do  a  co2  ph  profile  test  to  see  your  co2  distribution  in  your  tank  this  is  the  only  proper  way  to  check  your  co2  diffusion  method  in  tank.

if  you  using  tap  water  then  no  need  to  add  magnesium.

For  your  tank  i  will  suggest  the  below

 EI  dosing

Macro  -  mix  below  salt  mentioned  in  the  pic  to  500ml  DI/RO  water  and  dose  10ml  always  try  to  dose  more  so  you  can  add  less  salt
Micro  -  36.5  gms  plantex  csm+B  into  250ml  DI/RO  water  with  5ml  excel  to  prevent  mold  and  dose  10ml

 PPS  Pro

Macro  -  mix  below  salt  mentioned  in  the  pic  to  500ml  DI/RO  water  and  dose  10ml  daily
Micro  -  Mix  11gms  plantex  csm+B  to  250  ml  DI/RO  water  with  5ml  excel  and  dose  10ml  daily.

And  it's  up  to  you  to  follow  any  method,  i  mainly  follow  pps  pro  because  i'm  using  RO  water  and  50%  water  change  is  not  possible  every  week  for  my  3feet  and  also  i'm  dosing  what  plant  requires  so  no  nutrient  build  up  never  had  algae  issue(and  note  nutrient  build  up  doesn't  promote  algae  issue  but  if  forgot  to  do  water  change  every  week  then  will  face  issue),  i  got  only  BBA  last  month  in  my  stones  that  too  because  of  co2  stopped  working  for  a  week  and  now  BBA  is  also  going  away  fast.  you  can  see  my  plant  health  below

I  am  only  facing  Red  macrandra's  red  challenge-  rest  all  my  plants  are  doing  well.  Red  Macrandra  is  stunted-  and  new  growth  is  green   Crying or Very sad

 HI,

Even  in  high  tech  tank  when  keeping  rotala  macrandra  at  initial  stage  it  will  grow  and  it  will  stunt  suddenly  so  you  new  need  to  look  for  a  new  side  shoot  in  your  stem  and  need  to  cut  the  stem  till  that  so  the  new  side  shoot  will  start  growing  properly  even  i  did  this  in  my  tank,  i  don't  know  have  you  did  that  but  by  looking  the  picture  your  tonina  sp  belem  also  show  co2  issue  so  you  need  to  check  your  co2  distribution,  because  your  dosing  method  is  good  so  you  need  to  look  your  co2  or  light  only,  Rotala  macrandra  and  tonina  sp  belem  requires  proper  light,co2  and  fert  and  grows  lush  in  soft  water,  And  when  you  do  any  change  in  you  dosing,  co2  or  light  wait  for  a  week  to  see  the  real  changes.
