CO2 regulator issue?

 Here's  a  problem  I'm  facing,  need  expert  help  in  solving..  
 
 *  Using  a  3  kg  co2  cylinder
 *  Type  of  regulator  -  Wyin  Co2  regulator  with  solenoid  valve   -  dual  regulator
 *  Diffuser   -  Cermaic  diffuser
 *  needle  valve

 The  Co2  is  on  a  timer,  turns  on  with  the  lighting..the  problem  is  when  the  solenoid  is  off,  the  pressure  in  the  Co2  cylinder  shows  around  60ps..  As  soon  as  the  co2  turns  on  there  is  a  gush  of  co2  and  then  suddenly  the  pressure  on  the  regulator  drops  to  0  and  then  the  co2  almost  stops  from  the  diffuser..  adjusting  on  both  the  valves  has  no  effect...if  I  turn  off  the  co2  switch,  the  pressure  increases  again..How  do  I  solve  this  problem

 Check  for  leaks.  This  is  the  only  thing  that  can  cause  a  sudden  pressure  drop.  How  long  does  the  cylinder  last?  it  could  also  be  that  your  cylinder  is  almost  empty  and  its  giving  a  end  of  tank  dump.

 It's  a  brand  new  cylinder...Just  refilled  yesterday..

 Also,  how  can  one  check  for  probable  leaks?  As  I  said,  as  soon  as  the  Co2  turns  on,  there  is  a  gush  and  then  the  pressure  drops  to  0..  Turn  it  off  and  the  pressure  is  back  to  60  in  about  7-8  minutes.

 Use  shaving  foam  or  soapy  water.  Apply  it  to  all  the  joints  and  check  for  leaks.

 Have  you  opened  the  main  cylinder  valve  sufficiently  ?  Sounds  like  it  is  open  only  slightly  due  to  which  some  pressure  builds  due  to  a  little  gas  inside  the  regulator  but  it  empties  immediately  when  the  solenoid  comes  on  but  continuous  flow  from  the  cylinder  in  sufficient  quantity  isnt  happening  which  is  why  it  builds  up  pressure  again  after  a  few  minutes.
 
 Is  this  your  first  CO2  setup  ?  Another  reason  could  be  that  your  regulator  is  set  to  fully  open  position  possibly  ?  In  most  regulators,  when  the  knob  is  tight  its  fully  opened  and  when  its  loose  its  off
