 SNSNS,

First  off,  please  refrain  from  typing  in  caps-  it  is  considered  the  equivalent  of  shouting  within  the  context  of  a  forum  or  other  online  medium.

Now,  to  answer  your  question:  yes,  keeping  it  above  the  water  surface  does  provide  excellent  aeration.  However,  you  can  also  keep  the  spray  bar  just  below  the  water  surface,  pointing  slightly  upwards  so  that  there  is  some  turbulence.  This,  in  most  cases,  promotes  enough  gas  exchange.

One  thing  to  consider  is  the  kind  of  fish  you  have  and  their  requirements-  to  this  end,  I  would  like  to  know  your  tank  details-  size,  current  stock  list,  size  of  fish,  etc.  This  would  help  us  help  you.

Posting  in  all  capital  letters  in  forums  is  considered  shouting  and  can  seem  offensive.   Please  have  patience.  Give  the  thread  some  time  you  will  get  answers

You  can  keep  the  spray  bar  just  below  the  surface  but  point  the  holes  upwards  so  there  is  surface  agitation.  You  can  use  a  separate  air  pump  for  aeration  if  needed.  It  all  depends  on  the  fish  stocking  and  type  of  tank  (planted,  fish  only  etc)  and  what  you  want  to  do.
