hi , well do not wash the laterite soil, first you should put the soil in water and soak it fora day, then
you should put it in the tank without water,on top of it you should put 5-7mm gravel, on top of the 5-7mm gravel , you should put 2-4mm sand, sand finner than this wont work it causes rot, so go and find your things fast and also put water on top of it without disturbing the set up by using adinner plate , plant the aquarium carefull not to disturb the substrate, if the water is murky replace the water by30-50% wallah there u go

Is there a way i can add laterite without having to remove the fishes and decant the tank????
I wouldn't suggest trying that.
You can follow the procedure as told by vidyasagar. My suggestion soak it for several days changing the water every other day till the water becomes clear. This is to reduce the effect of mixed pesticides/ fertilizers or such substances in the soil.
You should not really rush as you would be risking the lives of some really lovely creatures.

1. This should do i guess.
2. You never know. Depends on your source. If it has organic stuff could decay and change water parameters.
3. Give sufficient time for the plants to set in (2 weeks or more) and in this period you might want to rearrange a few things. Do regular water changes in this period. Remember your tank is not cycled so go slow about adding fishes.
4. When you are using laterite always maintain a very thin layer of laterite and thick layer of gravel on top (2-4 inches) so that your fishes digging does not raise the dirt.
Try not to disturb the substrate too much later on. If some laterite escapes you could siphon it out carefully and do a water change.
