for your size tank, i would just add a good wavemaker. no top filter nothing. if you can, buy an overflow box and make a nano sump. thats it. place your skimmer in the sump and if possible... OR the best thing you can do is just add a wavemake and change 15% water everyweek. my first tank had no skimmer and was FO, still everything was thriving. i had a 2" sand bed, some LR and just a pair of clown and a damsel. use to feed them daily, just tested for ammonia, nitrite and nitrates once for that tank and never had to look back. the best investment in a SW tank is a refractometer. hydroz suck bigtime. nitrates below 30 are ok for all fishes. main concern is nitrites and ammo. they should be 0. add 1 fish every 2 weeks. for your size tank, a pair od clown is more than enough. you can add a damsel but i wouldnt prefer. if you gona make it a reef tank, only then make it a bit hightech (skimmer, sump, etc.) And the most important thing is surface agitation. keep it as much as you can.
