I would suggest you to keep Goldfishes and Kois in the Pond.
And Installed a good pressuried Pond Filter which will keep the Water crystal clear and free of all the fish wastes.

As you have clearly said that you cant keep external filters, i would not suggest you to go for Kois and Gold fishes, because they mess the water a lot like eating a lot and shitting a lot.
Its better for you to keep pengasius and Giant plecos which doesnt need aeration much.
If you plan for kois and pond, then definitely you need a External filter or Filter Chamber concept like Japanese style which is effective one and long run, but you need to have space for doing this.
