you are right I faced the same problem, but if you make a homogenous flow in the tank it may not cause any problem, I used it in my 2ftr tank with a power filter, But if you can use a good HOB, that will not cause such problems, condition your tank is small enough for the HOB to serve the filtration, or you may use canister, thats the best. you have to keep a close eye on the plant, whenever you see plantlets you cut them and put in a small emersed setup for future use.
you may look for Blyxa Aubertii, Vallisneria nana, or your best option is E. tenellus(tall) (or now Helanthium tenellum) I have seen a variety of grass in Hyderabad market may be that is E. tenellus (or now Helanthium tenellum) locally they called it as broad leaf Hair Grass. Hope some expert can help me on the third identification.

You can also try for cyperus helferi. It is similar to Vallisneria, but it does not propagate as fast as Vallisneria. Nice and requires moderate lighting and I have seen in iwagumi setup of my Friend. It is good.
