Planning to keep anemones in my marine tank of 40 gallons (30" L X 18" W X 18" H) ..which is the best light advised for anemones..Its not a reef tank...so which brand of Power Compact Fluorescent Light Bulbs or HO Tubes are best since i dont want MH (high heat or LEDs (Expensive)..

What anemone are you planning to keep ?
I suggest u stick with Entacmaea quadricolor aka bubble tip anemone. They are reasonably hardy compared to the others and provided your water parameters are good.
I think 2 fixtures of the Aquazona T5HO fixtures should give you proper coverage over the entire tank. (3ft fixtures).
You can always swap out the tubes with some of the branded ones available online for better growth and effect. The tubes need to be replaced annually unlike LED's which don't require a replacement for 3-5 years.
Otherwise a DIY LED fixture should be about the same price range of the T5HO fixture.
