Help in starting new marine aquarium

 I  am  about  to  start  a  new  marine  aquarium.Can  anyone  suggest  a  good  online  store  so  i  can  purchase  all  of  my  equipment  from.
 It  is  going  to  be  a  fish  and  inverts  tank  i  may  convert  it  to  reef  later.
 
 this  is  the  list  of  equipment  and  other  stuff  that  i  have:
 1.  About  a  260  litre  tank  (4'x1.5'x2')  (12mm  glass)
 2.  A  3'x1.5'x2'  tank  (i  will  use  as  sump)
 3.  ATMAN  EF-3  canister  filter
 4.  SOBO  200W  heater
 5.  ADA  Gravel  Vacuum
 
 And  this  is  the  stuff  that  i  want  to  get:
 1.Instant  ocean  salt  (22kg  Bucket)
 2.  Prodibio  start  up
 3.  Seachem  prime  (  to  condition  my  tap  water)
 4.  Media:  Carbon,zeolite,ceramic  rings,  Seachem  phosguard,  Seachem  Purigen
 5.  DIY  Wet/Dry  with  Bio-Balls   (can  someone  tell  me  where  to  buy  bio  balls  online  at  good  price)  (what  is  cost  of  bioballs  in  market)
 6.  Aquapro  live  sand  (9kg)  can  someone  tell  me  the  price  of  this  in  market
 7.  Quartz  sand  (20  kg)
 8.  API  Saltwater  Master  test  kit
 9.  SUN-SUN  Wave  maker  (24  w)
 10.Coralife  Hydrometer  
 11.  ADA  Submersible  Digital  Thermometer.
 12.  ISTA  Algae  scrubber
 13.  Magnetic  Glass  Cleaner
 
 this  is  the  list  of  equipment  i  will  be  getting  over  the  year:
 1.Reef  octopus  NWB  series  skimmer   (please  suggest  model)
 2.Lights  (preferrably  LED  or  T5  as  i  dont  have  a  chiller)  (please  suggest)
 3.Timers
 
 I  still  need  a  return  pump  i  am  thinking  one  that  has  atleast  4000l/h  rating  will  do  fine  (  please  suggest  model,  where  to  buy  and  cost).  (preferrably  one  under  30000  bucks)
 
 The  following  i  will  be  DIY:
 1.Wet/dry
 2.Protein  skimmer  (until  i  buy  reef  octopus)
 3.I  am  very  interested  in  making  DIY  LED  can  anyone  tell  me  where  to  get  all  the  parts  such  as  LED  chips(1w  or  3w)
      cool  white  (10k-12k)
      warm  white
      blue  (12k-14k)
 and  also  heat  sink,  powerdrivers,  etc....   I  think  wattage  of  200w  should  be  enough
 4.  Auto  top  off  system
 5.  Sump-refugium
 
 if  i  missed  out  on  anything  or  if  any  changes  are  suggested  or  if  i  have  to  add  anything  to  my  lists  please  let  me  know
 also  i  am  on  a  tight  budget  i  can  only  spend  30000  or  so  to  start  it  up  i  can  spend  more  after  couple  of  months

 There  is  no  reliable  website  to  buy  marine  related  stuffs  in  India.  Its  better  you  buy  most  of  the  things  locally.
 
 Where  are  you  based  at?  Please  update  your  location  in  your  profile.  Hobbyist  residing  in  your  place  would  be  able  to  suggest  you  the  best  lfs's  to  buy  all  these  things.
 
 I  wouldnt  suggest  you  to  buy  all  things  online.

 I  live  in  Andhra  
 There  are  no  marine  shops  close  by  so  I  will  have  to  go  to  Calcutta  or  Chenano  or  maybe  even  Hyderabad
 So  for  convenience  I  was  wondering  if  there  was  any  good  online  site
 
 
 
 Anyway  are  my  ideas  about  the  tank  good
