If  you  are  willing  for  a  little  bit  of  DIY,  I  can  help  you  make  a  basic  design  using  CPU  /  Cabinet  fans  (either  5  volts  or  12  volts),  to  use  as  coolers.  Well,  we  will  actually  be  trying  to  move  a  lot  of  air,  with  the  hope  of  obtaining  some  level  of  cooling.

However,  points  to  ask  before  going  any  further:
Your  location  is  Kolkata,  which  is  a  very  very  humid  place  in  the  summer.  Fans  used  as  coolers  is  feasible  if  there  is  a  certain  margin  for  evaporation,  since  this  is  how  the  tank  water  is  cooled.  In  a  humid  climate,  this  will  not  be  possible  since  evaporation  will  be  very  very  less.

Is  a  chiller  attached  to  a  canister  filter's  output  not  what  you  have  thought  of?  Or  is  this  out  of  budgetary  constraints?

Can  we  think  about  using  a  peltier  device  (or  many  in  series,  like  a  pipeline  series,  not  an  electronic  series)  to  blow  cool  air  over  the  water,  or  to  cool  the  water  from  the  output  of  a  canister  filter?  I  can  help  you  with  the  electronics  and  modelling.  I  am  currently  working  with  a  friend  to  create  a  peltier  based  chiller  (well,  actually  a  cooler)  using  a  top  filter  for  cooling,  and  a  canister  filter  as  an  actual  filter.  We  have  had  much  success,  in  that,  to  date  I  have  managed  to  burn  up  10  peltier  devices  trying  one  thing  or  the  other.  PM  me  your  e-mail  id  if  you  wish  to  see  the  "progress".

You  will  be  able  to  gain  some  insight,  and  I  will  have  added  one  more  to  my  sample  space.

Noop  ...no  chiller  as  well  right  now  no  thought  to  buy  one.

I  have  DIY  CPU  /  Cabinet  fans  (two),  but  not  happy  with  the  performance  as  well  as
 noisy  too.

That's  why  looking  for  some  good  one  from  reputed  company.

Kolkata  weather  will  make  it  miserable  to  use  any  evaporation  based  cooling  method.  So,  a  refrigeration  chiller  or  a  peltier  cooler  is  your  only  choice.

 @  Abhi

You  get  noiseless  axial  fans  from  Sunon.  But  would  be  expensive.
