fuzzy white web-like stuff on the substrate

 After  keeping  2  betas,
 first(Mr.  Neelakandan)  lived  for  3  years  and  8  months(Nov  2011  to  Aug  2015,  I  think  i  took  good  care  of  him.)
 Second  is  living  healthy  from  Aug  2015.
 i  wanted  a  small  low  tech  community  planted  tank.
 So,  I  have  a  30cm  cube  tank  running  little  over  3  months  now.  
 I  am  keeping,  
 Fishes  &  Invertebrates:
 8  neon  tetra,  4  amano  shrimp,  red  cherry  shrimps  (started  with  6  now  20+)  and  few  unknown  snails  that  came  with  the  plants(never  thought  of  removing  them)
 lot  of  Duckweed  covering  almost  the  whole  surface,  some  java  moss,  small  patch  of  mini  pellia,  few  steams  of  what  i  think  as  Bacopa  caroliniana,  4  stems  of  java  fern  and  few  stems  of  the  plant  that  is  similar  as  in  the  attached  pic(want  to  know  the  name).  
 It  is  a  low  tech  tank  with  a  DIY  LED  light  setup.
 I  initially  had  a  sun  sun  internal  filter  with  400  l/h  flow  rate.  As  i  saw  the  shrimps  carrying  eggs  i  changed  it  with  a  sponge  filter.
 Substrate  is  a  mix  of  70%  ADA  amazonia  and  30%  aquaclay.
 plants,  fishes  and  shrimps  are  fine,  the  shrimps  are  making  baby  shrimps  like  crazy,  even  the  neons  are  laying  eggs  on  wall  and  the  plants.
 I  want  to  setup  a  breeding  tank  for  the  neons  but  having  second  thoughts  of  not  to,  Because  of  the  work(i  am  wounding  how  hard  it  could  be)
 I  usually  feed  them  2  times  either  with  hikari  micro  pellets  or  tetra  bits  complete  (a  bit  above  average)  and  do  50%  water  change  every  Wednesday.
 I  have  never  done  any  water  testing,  i  don't  even  have  a  heater.(want  to  know  if  it  is  a  must,  i  am  in  Bangalore)
 forgive  me  for  the  long  story.  The  issue  is,
 Today  I  noticed  a  fuzzy  white  web  like  stuff  on  the  substrate  and  on  the  wood.
 I  have  no  photo  of  my  tank  but  attaching  some  similar  photo  from  google  image  search.
 Could  someone  tell  what  is  this?  and  how  to  get  it  out  of  my  tank.
 also  want  to  know  what  is  the  average  lifespan  of  a  beta.
