For a 60G tank i feel a 100-150W setup would be appropriate. If you're going the DIY route then look for high CRI diodes as it is very easy to grow only algae if you mess up the colour spectrum. 150W is around 16500 lumens, depending upon your LEDs, which is 275lumen/gallon, Ive seen this number thrown around alot(lumens/g) however it is only relevant if you have the right color.
People say Lumens are not a good indication and PAR is much better, but procuring a PAR meter is highly difficult, so the number of lumens give a good indication.
