I have one small aquarium 18 X 12 sitting in the conrer. I want to try adding aquatic plants. Is there any guide or suggestions you can give. I would love to setup a planted aquarium . Also I want to know where to buy seeds and which fish can survive.
Note I only have a tank no filter no sand (I will buy some).

Firstly welcome to the forum!
There are plenty of guides available on the web and simple googling returns hundreds of really great resources. At your stage I would suggest start with a low tech tank.
What does the tank house right now? I am guessing it must be around 7-8gallons, which is a decent size for planted tank. I currently have a 7G running myself, link to its tank journal
To give you a simple road map I would say:
Read up about the nitrogen cycle
Read about the importance of cycling your tank
Read a bit about aquatic plants, their light requirements, nutrition requirements, placement requirements and CO2 requirements
Decide what kind of a planted tank you want: High tech or Low Tech (I would suggest low tech as they are simpler)
By now you would have known the importance of a filter and substrate, just regular sand is not always best.
Identify a few plants that would suit your requirements. Simple starters like cyptocoryne species, anubias species, various mosses esp. Java Moss, valisneria species, bacopa species are easy and beautiful plants, which are mostly un-demanding.
Decide what lights you want. These lights should suit your selection of plants, as well as your pocket.
Select your substrate. For low techs even an inert substrate works, but fertilized substrates are better in the long run.
CO2 or no CO2. Personally I keep my lights low and avoid CO2, but there are many that swear by it.
Look for online plant vendors as well as LFS closer to you and compare rates and availability.
Write down everything that you've planned and ideally make a post about it here to get opinions and suggestions.
"How to setup a planted tank" is a very vague question and is better suited to google than iah or any other dedicated forum.
A better question would have been, "Would xyz plant grow in my x gallon tank with xyz substrate and xWatts of light" I hope you get the gist.
